Language and communication are two different things

Communication is more than the development of verbal skills. In fact, communication and talking are often two distinctly different things, as will be discussed below. Many, if not most, children on the autism spectrum develop verbal language skills separately from learning to communicate. From the very beginning, learning to say words is not automatically linked with communication. An often-cited example is the child who repeats commercials or recites the complete dialogue from animated videos but rarely uses these highly developed verbal skills for communicative intent in daily life.

In young typically developing children, the acquisition of language and communication is one and the same. For most of them, words automatically and powerfully function as tools for communication, from the very beginning.
